This book discusses the justifications and limits of cultural nationalism from a liberal perspective. Chaim Gans presents a normative typology of nationalist ideologies, distinguishing between cultural liberal nationalism and statist liberal nationalism. Statist nationalisms argue that states have an interest in the cultural homogeneity of their citizenries. Cultural nationalisms argue that people have interests in adhering to their cultures (the adherence thesis) and in sustaining these cultures for generations (the historic thesis). Gans argues that freedom- and identity-based justifications for cultural nationalism common in literature can only support the adherence thesis, while the historical thesis could only be justified by the interest people have in the long-term endurance of their personal and group endeavors. The Limits of Nationalism examines demands often made in the name of cultural nationalism, such as claims for national self-determination, historical rights claims to territories and demands entailed by cultural particularism as opposed to cultural cosmopolitanism.

Nationalism, minority, identity, community… These terms which made a comeback in the 1990s take on a particular resonance in the eastern Mediterranean, from the Balkans to Egypt, including Turkey and the Middle East. This is a space crossed by three major political dynamics: strong national affirmations to compensate for an often precarious state legitimacy, mobilization of ethnicity within existing political groups, transnational organization of identities in favour of development. diasporas and the rise of immigration. All these phenomena imperceptibly redefine the place of the State, the relations between groups, in short, the contours of nationalism on the eastern flank of the Mediterranean basin. This collective work which brings together French and foreign specialists aims, in a perspective linking history, sociology and political science, to identify the changes underway. The role of the state as agent of the production of nationalism through its institutions, its elites, its ideology are examined in turn; the persistence and reactivation of multiple affiliations (religious, ethnic); the constitution of transnational communities. All the contributions provide a better understanding of the many dynamics at work in this fragile Eastern Mediterranean.

Andreas Wimmer argues that nationalist and ethnic politics have shaped modern societies to a far greater extent than has been acknowledged by social scientists. The modern state governs in the name of a people defined in ethnic and national terms. Democratic participation, equality before the law and protection from arbitrary violence were offered only to the ethnic group in a privileged relationship with the emerging nation-state. Depending on circumstances, the dynamics of exclusion took on different forms. Where nation building was 'successful', immigrants and 'ethnic minorities' are excluded from full participation; they risk being targets of xenophobia and racism. In weaker states, political closure proceeded along ethnic, rather than national lines and leads to corresponding forms of conflict and violence. In chapters on Mexico, Iraq and Switzerland, Wimmer provides extended case studies that support and contextualise this argument.

Ethnic conflicts have shaped the 20th century in significant ways. While the legacy of the last century is primarily one of many unresolved conflicts, the author contends that Western Europe has a track record in containing and settling ethnic conflicts which provides valuable lessons for conflict management elsewhere. Focusing on ethno-territorial crossborder conflicts in Alsace, the Saarland, South Tyrol, and Northern Ireland, Andorra and the New Hebrides, the author develops a four-dimensional analytical framework that synthesizes the distinct factors that influence the complex relationship between host-state, kin-state, actors in the disputed territory, and in the international context.
